
Unless you are collecting exclusives like Ash Ketchum in Pokémon, this Galactic Legends event is not for you. Tin Hap Cap and Quake Rapper both offer some decent bonuses for speed pilots. Medea and Thunder Huai are okay for fleet or team fights. However, overall, just a terrible Galactic Legends rotation.
Medea
As mentioned above, Medea is not terrible as a wingman for fleet or team battles. She does offer AoE heals and AoE range debuff, but the Tsunami is not a high dps ship so she’s really just there as a support pilot. You can make her work if you want, but there are much better options available unless your ship flies nothing but fleet battles.

Kim Kei A Fu
Kim Kei flies the t3 cruiser, Loong, and offers absolutely no differences than the standard Loong soldier master. They both have pointed damage debuff and prop jam. Kim has a personal energy recharge, which is beneficial for him with the pointed debuff. However, chipping the standard with a larger energy cap will remove this from being a problem. I suppose if you do not have the regular, he could be of some use, but better to just send him out for bounty missions.

Quake Rapper
Now, Quake Rapper, while not exceptional, is pretty decent for speed pilots flying debuff destroyers. He flies the t3 Hussar with a short-range lock and RES down. So why did I say that this event is not worth it? Because his Hussar is identical to the standard Hussar. If you already own the master from the standard pool, you will see no difference in the t3 version. However, his short-lock is listed as the second device, which means when you are using his t2 ships, which are the Hydra and the Cheetah, you still have access to that lock. This is not the case with the standard.

Tin Hap Cap
I personally like the Tin Hap Cap, but I used her as a wingman while I ran speed heal. She serves as a solid wingman in PvP for speed pilots, as she has a damage AoE buff and AoE energy. Maintaining energy for a speed pilot is a struggle, so having a wingman that provides that for you is always a bonus.

Thunder Huai
Thunder is the battlecruiser version of KTR. KTR has the Fortress, Thunder Huai flies the Archon. Both ships are NEF and use missiles, and both ships use the same devices. Outside of fleet or team battles, Thunder would need to be either flown to give alpha damage with the missiles, or simply be the support ship for the pilot. AoE heal is not as strong as the engineer master who flies the archon with pointed heal, and the cooldown is far greater.
